Donner Summit Annual Community Picnic

Donner Summit Area Association invites you to the Second Annual DSAA Community Picnic.

Sunday, July 5, 2008
11:30am - 3:30pm
Picnic Area Behind Summit Restaurant at Donner Summit Lodge (DSL)
22002 Donner Pass Rd, Soda Springs

Tickets are $15 for adults, $5 for kids under 12.

Tickets include lunch, 2 drink tickets and entertainment. All proceeds benefit DSAA.


A great BBQ steak and chicken lunch with salads and beverages will be served. There will be music, a live auction, a raffle and carnival games for the kids.

The live auction will include snow removal contracts from Cascade Snow Removal, Donner Spitz, Sierra Snow Removal and Serene Lake Enterprises, season ski passes from Boreal, Donner Ski Ranch, Royal Gorge, and Sugar Bowl. LTOL is offering $750 worth of web page design and hosting. There is beautiful artwork up for auction as well. We will auction cords of hardwood firewood provided by Don and Pat Malberg and Donner Summit Firewood Company. Come to the Picnic with your checkbook and take care of your winter needs.

If you buy your tickets in advance or make a donation to DSAA in advance, your name will be entered in a drawing for a $100 gift certificate to Four Peaks Restaurant at Sugar Bowl which will be open from June 26 to Labor Day. The drawing will take place at the picnic.

At the picnic, DSAA will also present an award to the Community Person of the Year, based on nominations submitted by the community.

Special Guest Oliver Dameron will give a talk about "Natural Capitalism" from 10am - 11am. Natural Capitalism is a way of integrating the environment, ecosystem and human cultures into the economy by assigning value to those important resources and recognizing our relationship with earth's valuable resources. At 11am, DSAA President Tam Lieberman will give a report about DSAA's work over the past year and our plans for the future. We will also hold elections for 2009-2011 DSAA Board members.

Donner Summit Cleanup a Huge Success!!

The Donner Summit Area Association would like to thank everyone involved for working so hard to make this one of the best "Summit Clean Up Days" ever. Over sixty volunteers showed up to clean the roads and drainages all the way from Cisco Grove to Donner Lake , including Pla Vada and Serene Lakes!

DSAA would also like to thank Sugar Bowl, Royal Gorge, Donner Summit Public Utilities District, Sierra Lakes Water District, and Serene Lakes Property Owners Association, for donating dumpsters; Sugar Bowl for use of their picnic area; and Maria and Scott at Summit Restaurant for preparing a great barbecue for the volunteers.

Also, a special thank you to Placer County Supervisor Jennifer Montgomery for helping coordinate this event the past twenty years.

Nevada County Notification of Request for Pre-Application Review on Frog Creek Lodge

Nevada County Planning Department notified DSAA of a request for pre-application review of a proposed off-the-grid lodge at Frog Creek, in Billy Mack Canyon, above Donner Lake. The applicants are requesting general information about the number of tent cabins that would be allowed with central shower/bathroom and sprung kitchen/dining hall, water and sewer regulations, egress requirements, etc. See the attached letter for more details.

Donner Summit Parks and Trails Meeting

The next Donner Summit Parks and Trails meeting is scheduled for:

Monday, June 8, 2009
6:00pm: Parks discussion
7:00pm: Trails discussion

The meeting will start at 6:00pm with a discussion about building a "pocket park" on Donner Summit. At 7:00pm we will discuss trails on Donner Summit, most notably the proposed Overland Emigrant Trail (see workshop notes below).

The meeting notes from the past two Parks and Trails meetings are below. The meetings focused primarily on parks. The June meeting will be the first meeting to discuss trails. Thanks to Heidi Kolbe for taking great notes and facilitating the April and May meetings.

Past Board Meeting Notes Posted

We have been remiss in posting notes from past Board Meetings lately. We are very sorry for the delay. The meeting minutes from past Board meetings are posted below.

October's meeting was a very brief meeting following the Climate Change Seminar. Committee reports were the primary focus.
October 2008 DSAA Board Meeting Notes

In December David Achey, the new General Manager at Royal Gorge introduced himself to the DSAA Board and answered questions from the public. We also discussed logistics for the Charrette followup meeting and Snow Sculpting Contest, as well as shared committee reports.

The January 2009 Board Meeting included a presentation by Valen Brost of an idea for a small development on Old HWY 40, above from the Sugar Bowl Gondola parking lot, which would have a net-zero energy usage. Most of the rest of the meeting included committee reports (trails, parents group and fundraising) and Charrette follow-up.

In April, Dan Wexler trained the Board on posting to the website and DSAA Community Calendar . We also heard committee reports (primarily fundraising and parents group / kindergarten afterschool programs.

Donner Summit Vision

Conservation non-profits, homeowners associations, and civic organizations released a joint document today, outlining a vision for the Donner Summit region.

In the three-page “An Economic and Conservation Vision for Donner Summit”, eight organizations commit to twelve principles, each designed to shape a healthy future for the region.  Those principles were developed in a series of meetings, conferences, and surveys held on the Summit over the past three years.

The document is designed to provide a “framework for planning decisions that affect the region.”

“We want to ensure that land-use, conservation, and development decisions respect the region’s values and invest in existing communities,” said Pat Malberg, President of the Donner Summit Area Association.

Pre-Application Plans for Boy Scout's Wilderness Lodge

The Goden Empire Council of the Boy Scouts of America have submitted pre-application plans to Nevada County to rebuild the Wilderness lodge on Kilborn Lake.  The rebuilt facility will be roughly the same square footage as the previous building, but will have a smaller main lodge and 14 small cabins clustered closely together.

Comments must be submitted to the Nevada County Planning Office by May 1st.  The DSAA is sending a letter with some comments regarding water, sewage and fire concerns.

Annual Donner Summit Cleanup Day

Please come and help keep Donner Summit beautiful!

The annual cleanup of Donner Summit will take place on:

Saturday, June 13th, 10:30 am

Meet at the Soda Springs Store. Bring work gloves, sunscreen and lots of enthusiasm. You will be provided with a region to clean, water, and garbage bags. Come prepared for a great time!

Party immediately following, final location to be announced when you turn in your garbage.

Overland Emigrant Trail Seminar

We held a very successful seminar on Saturday at the Sugar Bowl Academy on the Overland Emigrant Trail. Full notes will be posted in the next few days.

We have an updated presentation from Vance Kimbral along with the full OET map showing the best estimate of the original trail. Note that the trail on this map is NOT the planned route for the new trail, but instead is a best guess of the original trail. The proposed OET is a "memorial" trail that will not follow the exact route of the original historic trail.  Note that both of these documents are very large (~8MB). Permanent links to both documents are available with the other document links on the left navbar.

Thanks to the Placer County Planners for making these documents available to the public. We hope to get additional materials from the other presenters as well.

Many thanks to all of our panelists for coming out on the weekend to share their experience on these issues with the Summit community.

Community Person of the Year - Nominations

Thank you for your nominations for Donner Summit Community Person of the Year. DSAA received numerous nominations for several key summit community members, including Heidi Kolbe, Tam Lieberman, Pat Malberg, Norm Saylor, Sara Schricte, Tony and Sheryl Paduano, Katie Gray, Dave Achey, Wade Freedle, Pat Campbell, the Tuttles, Jamie from the Post Office, “Crow”, Nancy Latimer, and others.

DSAA is no longer accepting nominations for this year's Community Person of the Year. The 2009 Donner Summit Community Person of the Year will be announced at the DSAA Annual Community Picnic (see separate posting above for more details about the picnic).

Last year's winner was long time Serene Lakes resident, independent business owner, former volunteer firefighter, and new Placer County Supervisor: Jennifer Montgomery!

Overland Emigrant Trail Seminar

The DSAA Invites you to attend a special Community Educational Seminar focused on the feasibility of establishing the route and building a trail along the Overland Emigrant Trail from Roller Pass to Rainbow. 

The panelists will be Dave Hollecker from the Oregon-California Trail Association (OCTA), Carrie Smith who is an archaeologist with the Forest Service in Truckee, John Svahn from the Truckee-Donner Land Trust who has been instrumental in getting the Donner Rim Trail designed and built, and Vance Kimbrell from the Placer County Parks Department who will be taking the lead in securing the mitigation funds. Peter Van Zant will moderate.

As background material, please see the enclosed presentation from Vance Kimbrell previously presented to the Placer County Parks Commission. The Parks Commission recently voted to recommend the Board of Supervisors approve $150,000 in funding for the initial planing and surveys for the Overland Emigrant Trail project. As the enclosed presentation describes, there will be many opportunities for community and regional input into this project, including a Trail Advisory board.

Donner Trail School Meeting

The community of Donner Summit would like to invite all residents, young and old, to attend a very important meeting to be held on:

    Monday Feb 2,2009 @ 6pm

The meeting is being put on by the Tahoe Truckee Unified School District.  The topic will be to discuss the 3 million dollar budget cut that our district is faced with.  We as a community all understand that we all have to do our part in sharing the financial burden of these economic times.   BUT it is very important that we show the school district that we are a very strong entity in our community and it is very important that our community maintains our Donner Trail School.

DSPUD Special Board Meeting

The Donner Summit Public Utility District is holding a special meeting regarding its new permit:

6 pm, Tuesday, February 10th
Coaldstream room, Judah Lodge, Sugar Bowl

This is an opportunity for the public to ask questions of these authorities and experts on the intricacies of the District’s upcoming discharge permit.  Mr. Landau and Ms. Messina have worked on the DSPUD permit and come with intimate knowledge of its contents.  Bob Emerick and Jeff Hauser will discuss the wastewater treatment process at DSPUD. 

Find out the answers to questions such as:

  • What’s so important about the new permit?
  • What is a dilution credit?  And how is it calculated?
  • Why is the District seeking dilution credits for nitrates and other constituents?
  • Why is it difficult to remove nitrates from the wastewater?
  • What impact does nitrate have on the South Yuba River?
  • What impact will the new permit have on sewer rates?
