Board Meeting Minutes

1. Election of the Officers of the Board
After personal introductions, nominations for board officer positions
were taken and by unanimous approval the following officers were elected:
President: Julie Davies
Vice-President: Lori VanMeter
Secretary: Daniel Wexler
Treasurer: Devin Wixon Keller
2. Discussions of Next Major Tasks
A wide-ranging discussion of potential tasks and issues including:
- Legal structure of our organization, including liability issues.
Investigation of these issues to be done by VanMeter and Riley
with a presentation to the board at the next meeting.
- Deliverables to next membership meeting:
o Elected officers of the board (Done)
o Rough draft of association bylaws (Postponed to next board meeting)
o Short document on the history of the association (Riley?)
o Initial organization of standing committees (see below)
o Website (Wexler - in development)
o Vision statement
o Association official address, (Riley)
o Fictitious Business Names in Placer and Nevada counties (Keller)
o Bank account, requires FBN and official address (Keller)
o Contacting potential legal representation (VanMeter to call Lieberman)
3. Committees
A board member will be on each standing committee and will be
responsible for organizing the committee meetings, including
contacting the committee members an choosing a date and location for a
meeting, collecting opinions and reporting back to the board at each
board meeting. Committees and their board members are:
- Railroad and Signage, Kirrene
- Historical, Riley
- Communications, Champagne
- Transportation, Paduano
- Zoning, Keller
4. Conclusion
The next board meeting will be:

Our Mission
Representing the people of the historic Donner Summit community for the preservation of the area's rugged mountain character and natural resources by providing active coordination for community development issues.
Vision Statement
The Donner Summit Area Association members desire to maintain the unique natural beauty and special character of the area for the public benefit, and to assure that the area remains a special place to live, work, and visit. To this end the Association will proactively develop a long-range conceptual development plan for the Area. This plan will incorporate various elements of land usage, zoning, facilities and enhancements, types of growth, maintenance of natural areas, and any other appropriate desires. The goal of the plan is to provide the greatest possible benefit to the general public.
The Association will function as a conduit for communication between the area residents, owners and visitors and Nevada and Placer County and other appropriate agencies which influence the growth and development of the Donner Summit Area. The long range plan developed by the Association will guide the Association's response to proposals for development and growth through regular contact with County Supervisors and attendance at County Supervisor Board meetings the Association will maintain current knowledge of proposals which affect the Donner Summit Area and be able to comment upon these proposals in a timely manner. The Association will also be able to bring proposals and suggestions to the appropriate authorities for consideration.
The Association recognizes that further growth and development is inevitable and desires to influence that growth to assure the highest overall quality of life possible. In particular the Association desires to enhance the attractiveness of Soda Springs and the surrounding area for visitors, residents and businesses. Ensuring a safe, orderly flow of traffic, pedestrians, and bicyclists is a high priority.

Meeting Minutes
The board would have 6-12 members including 4 officers, a president, vice-president, secretary and treasurer. After some discussion, we then accepted nominations to the board and were lucky enough to get 11 people, spread from PlaVada to Soda Springs and Serene Lakes, to commit to a six month term to help develop the by-laws, standing committees, and legal structure for our new organization! We then (nearly) unanimously voted to accept the new board of directors with a hand vote. The board will be meeting in two weeks to start with officer elections and initial discussions.
We also passed around a committee sign-up sheet and were lucky to have many volunteers to help on the various proposed committees.
